Regeneration Begins
 
In March 1991, just before the District Court decision in the pollution suit, the Nishiyodogawa Association for Pollution Patients and Their Families released the "Nishiyodogawa Redevelopment Plan," whose purpose is to evolve the results of the court struggle into pollution-free community development. It has gained prominence as an unprecedented community development proposal by pollution victims, and has found audiences in venues such as the OECD and public hearings in the Japanese Diet (hearings on the Basic Environment Law). The Association has brought forth a series of proposals, including one directed at defendant corporations (Part 3), and one on reconstruction after earthquakes (Part 5).
