Post-Earthquake Recovery

On January 17, 1995, just as there was a great deal of activity for a compromise settlement in the Nishiyodogawa pollution lawsuit, the Kobe earthquake assaulted the wards of Nishiyodogawa and Konohana in Osaka, the city of Toyonaka, and other areas.
Heavy damage occurred to the housing that had been hurriedly built, during the years of rapid postwar urbanization, on the soft ground called "Bomb Pond." The Yodo River bank revetment was also completely destroyed.
Even after 18 months since the earthquake, a considerable number of pollution victims have no choice but to live in prefabricated temporary housing. We must learn from the earthquake experience in order to develop resident-friendly communities.
